Construction stages:
- Act 14 is the first mechanism exercising control over construction activities, and this document is issued after the building’s structure has been approved. Act 14 is obtained when the building reaches the so-called shell construction stage. This act is particularly important because obtaining it certifies the right to build. Along with the statement of findings, a certificate is also issued by the municipal administration under Art. 181, para. 2 of the Spatial Development Act.

Act 15
establishes that the building is fully completed. The document is signed by both the competent officials and the owners of the objects in the building. By drawing up this act, the construction and construction documentation are transferred from the builder to the client. -
Act 16
is issued to certify and grant permission for the use of a building, which is related to the possibility of the building being put into operation and being able to live in it regularly. This permission for use is the final act that finalizes any construction and it certifies that the object to which it refers is actually fit to be put into operation, i.e. fit to live in it. This document is issued after it is established that there is an approved project for the construction and that it has been carried out in full compliance with the approved investment project and the property rights have been certified.
